Over 20 Years of Supervision Expertise


cFive was founded in 1999 as Capita Technologies, a systems integrator and developer of custom software and mission critical applications for large government agencies. Over time, the company developed an expertise in community supervision by partnering with state and county agencies to develop solutions for their specific needs and consult with them to solve their most rigorous problems. Today, cFive provides unique, data-driven solutions for some of the largest and most progressive supervision agencies, by enhancing their decision-making with simplified, powerful, and insightful software. Our solutions connect people with data, helping them reduce recidivism, improve lives, and keep communities safe.


cFive is led by an executive team that has extensive experience working with and for criminal justice agencies, and are authorities in delivering solutions for community supervision agencies. Throughout our history, we’ve made it a priority to work with our customers and industry experts to learn about their challenges, concerns, and desired outcomes. We’re focused on delivering solutions that address them. James Newman

Senior Vice President

With a career spanning 30+ years, James brings a wealth of criminal justice industry knowledge to cFive. He has been instrumental in making people aware of the transformative power of behavior change, and is passionate about helping community supervision agencies optimizing processes and outcomes and empowering client rehabilitation.

Recognized for his broad knowledge and forward-thinking approach to technology and community supervision, Mr. Newman is a frequent contributor to industry publications, webinars and events. He has delivered presentations to a variety of audiences including the American Probation and Parole Association (APPA), National Council of Juvenile and Family Court Judges (NCJFCJ), Justice Clearinghouse, Coalition for Juvenile Justice (CJJ) and Corrections Technology Association (CTA).

Throughout his career, Mr. Newman has partnered with multiple criminal justice agencies spanning a variety of specialties including corrections, probation, parole, pre-trial, public defender, prosecution, courts and juvenile justice. His responsibilities have included leading company and product strategy, building world-class sales and marketing organizations, and developing the infrastructure, processes and teams required for success.

Mr. Newman continually leverages his extensive work in the criminal justice arena and interaction with cFive’s dynamic customer base to explore new paths to elevate the cFive product suite. This vision has helped cFive lead the industry in developing products that incorporate and support behavior change, conversational language and procedural justice.

Mr. Newman partners with Mr. Mahoney in managing the day-to-day operations of the organization.

Guy Mahoney

Senior Vice President

With more than 15 years’ experience leading research, product development and systems integration teams for organizations with a criminal justice focus, Guy Mahoney leads cFive’s Information Technology (IT), research and software development, product design, program operations and delivery, and quality control and assurance.

Throughout his tenure Mr. Mahoney has been responsible for developing products that are on the forefront of tech innovation. His work has included orchestrating the development of the state-of-the-art Automated Fingerprint Identification System (AFIS) and Multi-Barometric Identification Systems (MBIS), significant industry advancements that redefined biometric identification as it is known today.

Mr. Mahoney has managed research and software product development for a diverse range of products including biometric multi-tiered cloud identification systems, mobile capture, access control, jail/corrections management systems, offender management, booking/enrollment solutions and passport/document solutions.

While at cFive he has led the development team, including the cFive’s Catalyst mobile cloud application, the first of its kind in the market to pair innovative smartphone functionality with behavior change technology. His extensive industry experience and ability to balance the demands of forging new technological paths with the needs and requirements of our customers ensures that the cFive product suite is second-to-none in the industry.
