CEO

Charles is the CEO of Capita Technologies and has been since its inception 25 years ago. Charlie is a software entrepreneur and an information architect. Charlie has over 35 years’ experience designing, developing, and implementing Enterprise Business Applications, with over 14 years focused on Criminal Justice. He has been the executive sponsor for over 20 projects for Los Angeles County (including Consolidated Criminal History System, Crime Information System, Probation Case Management, Public Defender, and many others. Charlie has an extensive knowledge of all aspects of Criminal Justice Systems, Information, and Processes. Over his career Charlie has developed the Federal Reserve Monetary System, Portfolio Management System to manage all investments for Countries, the first Banking ATM system, Commercial ERP products, Commercial Medical Hospital & Electronic Medical Records Systems, and many others. Charlie held executive positions with Xerox, Burroughs, and Computervision, and has an MBA cum laude from Babson College.

James Newman

Vice President of Sales & Marketing

James is the Vice President of Sales & Marketing for Capita Technologies. He brings a wealth of criminal justice industry knowledge spanning a 30+ year career in the Information Technology field.

James has worked for some of the most respected companies in the industry where he has extensive experience work with multiple criminal justice agencies to include corrections, probation, parole, pre-trial, public defender, courts and juvenile justice.

He has built world-class sales and marketing organizations and has consistently developed the infrastructure, processes and teams required for success. James is alumni of the University of Hartford.
